STATE CAPITOL, PHOENIX – Arizona Speaker of the House Steve Montenegro today announced the latest updates to the House Majority Staff ahead of the Second Regular Session of the 57^th Legislature, including new hires and internal promotions within the policy team.

Kelsey Jahntz returns to the House as Director of Policy. She brings more than a decade of state government experience, including prior service as Senior Policy Advisor for the House Education and Appropriations Committees. In her new role, Kelsey will advise the House Education and Commerce Committees and provide key support throughout the state budget process. Her background includes positions in the Governor’s Office, the Legislature, and private consulting, with a focus on education, workforce development, and intergovernmental affairs. She holds a Bachelor of Arts in Political Science and Journalism from the University of Arizona and a Master of Public Administration from Grand Canyon University.

Gina Swoboda joins the staff as Senior Policy Advisor for the Federalism, Military Affairs & Elections Committee. One of Arizona’s most experienced election policy professionals, Gina is a certified elections officer who has served in the Secretary of State’s Office under two administrations and led election policy efforts at both the state and national levels. She previously served as Executive Director of the Voter Reference Foundation and State Director of Election Integrity for the Trump Campaign, and she currently chairs both the Arizona Republican Party and the RNC Committee on Election Integrity. She graduated magna cum laude from Arizona State University and is pursuing a Master of Arts in Political Psychology.

Joel Hobbins has been promoted to Policy Advisor for the Health & Human Services Committee. Since joining the House in 2021, he has served as a Research Analyst for the Government and Federalism, Military Affairs & Elections Committees. Joel holds a Bachelor of Arts in Government and a Master of Public Administration, both from Grand Canyon University.

Trinity Preest has been promoted to Assistant Policy Advisor. She previously served as a Majority Policy Intern during the 2025 session, supporting the Commerce and Federalism, Military Affairs & Elections Committees. Before joining the House, Trinity worked for four years as a Legal Assistant at Tait & Hall, PLLC. She is currently earning a degree in Business Law at Arizona State University and plans to attend law school after graduating in 2026.

Noah Brunson-Osborne has been promoted to Assistant Policy Advisor for the Regulatory Oversight Committee. He joined the House as a Majority Policy Intern during the 2025 session, supporting the Judiciary and Public Safety & Law Enforcement Committees. Noah is pursuing a degree in Business Law at Arizona State University.
