STATE CAPITOL, PHOENIX –  Republican State Representative Khyl Powell today announced that HB2894, his legislation to strengthen Arizona’s emergency alert system for missing persons, has been signed into law, delivering an important safeguard for individuals with cognitive disabilities and others at risk.

The new law ensures law enforcement takes immediate action when a qualifying person goes missing. It expands the former Silver Alert system—now renamed the Seek and Find Alert System—to include individuals with cognitive disabilities, regardless of age. It also bars delays based on bureaucracy or prior missing episodes and requires law enforcement agencies statewide to implement and maintain regular training for personnel handling these cases.

“When a vulnerable person goes missing, there’s no time to waste,” said Representative Powell. “The Seek and Find Alert System ensures law enforcement won’t be slowed down by red tape or outdated procedures. Whether it’s a child with autism or an adult with dementia, families deserve to know that every resource is being deployed—immediately—to bring their loved one home.”

HB2894 also mandates comprehensive training for officers and dispatchers involved in missing person investigations, ensuring consistent and effective use of the alert system across all Arizona agencies.

The bill passed with strong bipartisan support and advances the House Republican Majority Plan’s commitment to public safety. By eliminating unnecessary delays and improving response coordination, the law strengthens Arizona’s ability to protect those who cannot protect themselves.
