STATE CAPITOL, PHOENIX – The Arizona House of Representatives today passed SB1543 as amended by a strike-everything amendment championed by State Representative Tony Rivero, Chairman of the House International Affairs Committee. The measure, backed by business and economic leaders, strengthens Arizona’s position in the race for high-wage jobs and corporate investment.

The amended bill requires certain municipalities to allow multifamily housing and hotel use within light industrial zones—but only under strict conditions tied to major international headquarters campuses. Projects must create at least 2,000 full-time jobs with wages well above the county median.

“This bill sends a clear message that Arizona means business,” said Representative Rivero. “If a company is willing to bring thousands of high-paying jobs, invest in local infrastructure, and help solve the housing shortage for its workforce, we’re not going to let red tape or political games block that progress. We will work with those who want to grow here, stay here, and keep their roots in this state.”

Supporters—including the Arizona Chamber of Commerce and Greater Phoenix Leadership—note that housing access is now one of the top concerns for companies deciding whether to expand or stay in Arizona. SB1543 addresses that concern by allowing limited, regulated residential and hotel development on corporate campuses—without undercutting zoning rules or single-family neighborhoods.

“Every time a global company chooses Arizona, we all benefit—schools, cities, small businesses, and families alike,” Representative Rivero added. “This bill keeps Arizona in the game. Every day we’re competing with Texas, Florida, Tennessee, and others. If we make it impossible to build housing near jobs, we’re going to lose those jobs—plain and simple. I want to thank my colleagues who have supported this effort to keep Arizona open for business.”

The bill now returns to the Senate for a final vote.
