Rep. Julie Willoughby’s Bill to Ensure Parental Access to Children’s Medical Records Passed by House Committee

STATE CAPITOL, PHOENIX –  House Republicans continue to stand up for parental rights, as the House Health & Human Services Committee on Monday approved HB2126, legislation sponsored by State Representative and House Majority Whip Julie Willoughby to ensure parents can access their minor child’s medical records through online portals or equivalent health care platforms.

“Parents should never be locked out of their child’s medical information,” said Representative Willoughby. “I’ve spoken with parents who have been shut out of the very systems they need to manage their child’s care – systems that make it easier to schedule appointments, refill prescriptions, and communicate with doctors. This bill guarantees that parents have equal access to the same platforms that their children use, so they can fulfill their role in overseeing their child’s health and well-being.”

 

Arizona law already protects parents’ right to access their child’s medical records, but as healthcare delivery increasingly moves online, some parents have found themselves unable to access their child’s information through digital platforms. HB2126 addresses this issue by requiring health care entities to provide parents with access to online medical records systems, while maintaining any confidentiality that is legally required. The bill builds on the foundation of Arizona’s parents’ bill of rights, reinforcing the ability of parents to make informed decisions regarding their child’s health care.

 

“We are taking action to uphold the rights of parents and ensure they aren’t sidelined in their children’s healthcare decisions,” added Representative Willoughby. “HB2126 will help make sure that healthcare providers honor the rights of parents while complying with existing confidentiality laws.”
