STATE CAPITOL, PHOENIX – Arizona House Republicans passed a comprehensive package of legislation implementing key federal reforms under H.R. 1, advancing bills that strengthen Medicaid, rural health care, and SNAP integrity, tighten eligibility enforcement, reduce fraud, and protect taxpayers.

The legislation aligns Arizona law with federal accountability standards governing public assistance programs. The package focuses on eligibility verification, work requirements, fraud detection, workforce access, rural health care capacity, and clear oversight of taxpayer-funded programs.

The measures update Arizona’s Medicaid and SNAP systems to rely on regular data checks rather than self-reporting, flag improper out-of-state benefit use, limit abuse of federal waivers, and strengthen enforcement against improper payments. Additional provisions position Arizona to compete for millions of dollars in Rural Health Transformation Program grants to support struggling rural providers.

If these reforms are vetoed, Medicaid costs will continue to spiral, SNAP penalties could exceed $200 million a year, and rural hospitals will lose out on critical funding. The Governor should sign this legislation and protect Arizona taxpayers.”

“These bills restore accountability to programs that were drifting away from their purpose,” said House Health and Human Services Committee Chairman Selina Bliss. “A veto would allow Medicaid spending to keep growing unchecked, trigger massive SNAP penalties, and cost rural health systems millions in federal grant dollars. The responsible choice is to sign this package and protect both vulnerable families and the taxpayers who fund these programs.”

The bills now head to Governor Hobbs. Her decision will determine whether Arizona enforces accountability or allows Medicaid costs to continue climbing, exposes taxpayers to SNAP penalties that could exceed $200 million annually, and leaves rural health systems without critical federal grant funding. The choice is clear: sign the reforms and protect Arizona families, or veto them and own the consequences.
