STATE CAPITOL, PHOENIX – A major victory for consumer rights and economic fairness took place this week as the House Commerce Committee voted unanimously (10-0) to advance HB2683, sponsored by Representative Joseph Chaplik. The bill ensures that businesses with a physical location in Arizona must accept cash payments for transactions up to $100, preventing discrimination against cash users and protecting the purchasing power of all Arizonans.

“For centuries, cash has been the foundation of commerce in America. It’s legal tender, backed by the U.S. government, and it should never be refused as a form of payment,” said Representative Chaplik. “This bill is about standing up for everyday Arizonans—especially the 11% of our population who are unbanked and rely on cash to make purchases. Businesses that refuse to accept cash are shutting out the most financially vulnerable among us, and that’s unacceptable.”

HB2683 prohibits retail businesses from charging additional fees or penalties for cash transactions and establishes civil penalties for violations. The bill does not apply to online sales or contractual agreements between private parties but ensures that brick-and-mortar businesses cannot deny customers the ability to pay with U.S. currency.

“In Arizona, we believe in freedom and fairness, and that includes the right to use legal tender,” Representative Chaplik added. “Several states, including Colorado, New York, New Jersey, and Pennsylvania, have passed similar laws ensuring businesses accept cash, with bipartisan support. We should follow suit and ensure that all residents—especially low-income families, seniors, and those who prefer cash for privacy reasons—retain their right to pay in the manner they choose.”

HB2683 aligns with the House Republican Majority Plan, which prioritizes protecting individual rights, fostering economic opportunity, and pushing back against government and corporate overreach.

With overwhelming committee support, HB2683 now heads to the full House for further consideration.
