STATE CAPITOL, PHOENIX – State Representative Jeff Weninger, Chairman of the Arizona House of Representatives’ Committee on Commerce, is pioneering several critical bills designed to secure Arizona’s position as a leader in blockchain and digital innovation. This legislative package, moving through the committee, includes significant initiatives such as the establishment of a statewide Bitcoin and Digital Asset Reserve Fund, administered by the state Treasurer’s office.

“Arizona is on the brink of becoming a national hub for blockchain and digital asset innovation. These bills represent our commitment to fostering an environment that not only embraces modern technology but also drives economic benefits across the state,” said Chairman Weninger.

These bills—which all passed out of committee and now headed for a vote by the full House—are set to revolutionize Arizona’s approach to digital assets and blockchain technology by promoting economic growth and innovation. Key measures include:

• Creation of the Bitcoin and Digital Asset Reserve Fund: This fund will harness forfeited digital assets, as well as airdrops, staking rewards, and interest from unclaimed digital assets to support the state’s economic initiatives (HB2324 and HB2749).
• Expansion of the Financial Technology Regulatory Sandbox: Updates to the first-in-the nation Fintech Sandbox will enhance the scope, allowing for more extensive testing of innovative financial products and digital assets (HB2906).
• Establishment of the Arizona Cryptocurrency and Blockchain Commission: This new commission will develop strategies and solutions to integrate blockchain technology into state operations, improving efficiency and transparency (HB2654).

In the meantime, the new Ad Hoc Committee on Cryptocurrency and Blockchain Technology, created by Speaker Steve Montenegro, will operate until the commission is fully established through the passage of HB2654. This committee will advise on and facilitate the integration of blockchain technology throughout the state.
